Sheriff’s officials have been ordered to arrest a landlord who has twice been named New York City’s worst landlord and take him to Rikers Island for up to 60 days for hundreds of building violations.

A landlord faces up to 60 days in jail after a New York City Civil Court issued an arrest warrant because of the poor condition of his housing in recent years.

The city said Daniel Ohebshalom allowed his building to develop hazardous conditions, including peeling lead paint, cockroach and rat infestations, inadequate electrical power and mold.

The city obtained a warrant ordering the deputy to take Oheb Shalom, who may have lived in Los Angeles, to Rikers Island because of his repeated neglect of buildings, which had earned him a notorious reputation in New York.

“Landlords have a responsibility to keep their properties in a state of good repair and to ensure the safety of those who call their buildings home. When that standard is not met, the city must take action,” said Manhattan Borough President Mark Levin Levine said.

The city said the case stems from work that began in 2021 to repair hazards at two Ohebshalom properties. The city pursued contempt of court charges, including jail time and a $3 million civil penalty.

Online reviews left by people claiming to be tenants of Oheb Shalom buildings elsewhere in the area spoke of similar problems, such as a lack of maintenance, trash piling up around the building and rat infestations.

Ohebshalom is well known to city housing regulators, who named him and his colleagues “ New York City’s Worst Landlords Two years in a row. The list ranks landlords based on the number of violations in the city.

The properties each had dozens, and sometimes hundreds, of violations, according to New York City records.

In November, the city successfully took over management of another of Ohebshalom’s buildings in the Hell’s Kitchen neighborhood.

Law firms associated with Ohebshalom Construction did not immediately respond to requests for comment. Inman could not find contact information for Ochsalon himself.
